Experts call for land use plan for 'Build Back Better'

Kathmandu, Nov. 27, 2015:
The international workshop on 'Role of land professional and spatial data infrastructure in disaster risk reduction' organized in the context of post-2015 Nepal earthquake called for proper land use plan, as a pre-disaster precaution as well as post-disaster action was necessary for secured settlement to fulfill the norms of 'Build Back Better'.
"Proper land management activities like appropriate land allocation, land readjustment and security of land tenure are very important for rescue, rehabilitation and reconstruction in post-disaster setting," the three-day conference, which concluded in the capital on Saturday with a 6-point resolution, agreed.
"Therefore, the workshop recommends the government to formulate, enact and implement a comprehensive land use policy which specifically addresses the issue."
It has also recommended designing a multi-stakeholder and action-oriented framework adopting international land governance framework in line with the World Bank's land governance assessment framework which ensures clear action points, shared responsibility among stakeholders, implementation time line and monitoring system.
The conference has cited the lack or weakness of policies and institutional arrangements as the key hurdles on humanitarian response during a disaster and its aftermath.
Likewise, it has urged to make the land administration system pro-poor, gender-friendly and responsive to marginalized group of people in the society, and suggested the government to adopt the concept of fit-for-purpose land administration.
The conference has put an immense focus on the importance of geospatial data in the pre- and post-disaster and said that Open Street Mapping and Crowd Sourcing could be adopted for rapid acquisition of geo-information.
"The workshop recommends adopting appropriate tools and techniques for accurate and timely geo-information acquisition, procession, visualization and dissemination."
Similarly, it suggested the government to carry out capacity building activities for the professionals.
It said that the government should carry out activities like academic studies and research, skill enhancing, project works and tutorials, experience sharing events such as workshops, seminars, and exhibition for continuous professional development.
Addressing the concluding ceremony of the conference, Minister for Land Reform and Management, Ram Kumar Subba, said that the government was sensitive enough towards reconstruction of the infrastructures damaged by the earthquake in April and May.
He stated that the recommendations of the conference would be useful for the government in its reconstruction drive.
The conference was organized by the Nepal Institute of Chartered Surveyors, Nepal Remote Sensing and Photometric Society with assistance from Ministry of Land Reform and Management, Department of Survey and Land Management Training Centre.

According to the organizer, the conference was a joint event of FIF Commission 2 and ISPRS Technical Commission IV: Working Group IV.
