The Committee Wednesday asked the
reconstruction body, Central Programme Implementation Units at the concerned
ministries and development partners to put up their joint efforts for the
effective implementation of reconstruction plans prepared by the NRA.
The meeting of the DACFC has decided
to mobilize assistance from the concerned development partners to expedite the
reconstruction works as per the action plan.
“The Committee has suggested for the
effective implementation of Reconstruction Fund at the NRA as per the
Reconstruction Act and decision of the Authority’s Steering Committee,” NRA
said in a press statement.
NRA chief executive officer Sushil
Gyawali had updated the development partners with the progress in the reconstruction
works and challenges faced.
The meeting has recommended
developing a plan to mobilize the financial resources required for the
reconstruction works as per the five-year reconstruction framework.
According to the reconstruction
body, the development partners had pledged their support to the government and
NRA in preparing the plan.
With an aim to coordinate the
development assistance and facilitate the development partners, Prime Minister
Pushpa Kamal Dahal had formed the DACFC in October this year.
The Committee has been coordinating
with the national and international development partners and civil society that
have been involved in the reconstruction works being implemented with
development assistance.
The DACFC also monitors and evaluates the work progress,
and offer necessary suggestions and solutions to the government, the NRA,
respective development partner and other stakeholders.
It has the mandate to facilitate the
reconstruction works and organisations involved, if necessary.
The
DACFC is enabled to set its own plan of action and form sub-committees and task
forces.
The
committee is led by the chief executive officer of the NRA and has one
representative each from India, China, World Bank and Asian Development Bank.
Similarly,
there are two members from the Nepal-based international development partner
organisation groups and president or representative from the Federation of
Nepalese Chambers of Commerce and Industry (FNCCI), NGO Federation and
Association of International NGOs in Nepal in the committee.
Secretary
or representative from the Office of the Prime Minister and Council of
Ministers, Ministry of Finance, Ministry of Foreign Affairs and National
Planning Commission, and auditor general or his representative can be invited
in the committee.
