Kathmandu, May 8: President
Bidya Devi Bhandari Sunday presented the annual policies and programmes of the
government for the upcoming fiscal year 2016/17 at the Legislature-Parliament.
It is the first policies and programmes unveiled
by CPN-UML chairman KP Sharma Oli-led coalition government following the
promulgation of the new constitution.
The policy document seeks to attain
prosperity in the next five years and graduate the nation from the least
developed nation to developing one within a decade.
The policies and programmes chiefly stressed on
implementation of the new Constitution, reconstruction the structures damaged
by the last years’ devastating earthquake, infrastructure development,
hydro-electricity production, employment and job creation in the country.
“With
a motto as ‘Implementation of constitution: socio-economic progress of Nepal
and Nepalis’, the government will remain active in the implementation of the
constitution. About 193 laws that contradict with the constitution have been
amended and additional 138 laws will be enacted in the next fiscal year,” said
the President.
The government announced to hold
the polls by the end of this year.
“Since it will take some time to
determine number and boundary and legal basis of local level as per the federal
structure, election for the local bodies that is overdue for the last 14 years,
will be held within December,” read the Policies and Programmes.
Stating that the trained technicians
has been mobilized to provide technical assistance in the quake affected areas,
President Bhandari informed that the government was carrying out construction
of community shelters to bring the homeless people under the roof before the
monsoon.
The President said that
five-year strategic framework for the reconstruction and rehabilitation will be
prepared and implemented.
She stated that the work would
be intensified for the reconstruction of all schools and most of the hospitals
and health posts within next three years while construction of all private
houses would be completed within two years and all structures damaged by the
quake by the end of fifth year from now.
The government plans to become
self-reliant in major food items within two years and attain food security.
The Policies and Programmes of
the government emphasized the development of infrastructure. Second
International Airport in Bara, Mid-Hil Highway, and one industrial area and
city development authority in each province are in the priority.
“Necessary legal arrangements
will be made for public-private-partnership to develop physical infrastructure
and large scale projects will be financed through the established of
Infrastructure Development Bank,” said President Bhandari.
The Policies and Programmes of
the government said to develop the Kakarbhitta-Butwal section of East-West Highway
as the four-lane fast track road and promised to replace all wire bridges in
villages and remote areas with suspension bridges within a year.
Likewise, the President stated
that the government would expedite process to develop hydroelectricity projects
of 10,000 megawatt by 2082 and initiate study for the development of reservoir
based hydroelectricity projects in each province.
It has also planned to develop
other alternative energy options to create energy mix.
The government plans to establish one medical
college in every province and declare free education for all up to higher
secondary level. It has promised to provide concessional loan to the unemployed
youth with the collateral of their educational certificate.
“One house one employment policy would be
implemented in the quake affected areas which gradually would be expanded to
all over the country,” read the document.
The Policies and Programmes
include the development of modern and reliable capital market, empowering
communities through cooperative movement, formation of national capital and
development and implementation of financial sector development strategy.
Likewise, it promised to develop
of private sector as the main engine of employment generation and contribution
to revenue as well as partner in economic growth and infrastructure
development.
