Kathmandu,
Nov. 11: The National Reconstruction Authority (NRA) has prepared inspection
manual to facilitate the monitoring of the reconstruction process of the houses
damaged in the devastating earthquakes in April and May last year.
NRA
spokesperson Ram Prasad Thapaliya said that the Authority had finalised the
Private Houses Reconstruction Technical Inspection Manual, 2016.
The
manual is designed to assess the reconstruction of quake-damaged houses,
technical framework recommended for retrofitting the structure that needed
maintenance, and designs for such structures and quality of construction
materials.
The
NRA said that the manual was also necessary for an integrated inspection
process required to guide the technical manpower mobilised in the field for
reconstruction works.
The
manual has stated the inspection process for the construction of private houses
built as per the post-quake reconstruction campaign.
It
includes the monitoring process for house design, construction up to plinth and
above the plinth.
According
the manual, local government will complete the house design approval process in
17 days including inspection of house construction location, improvements in
the design, orientation to construction workers and other required works.
"Similarly,
it mentions the monitoring techniques after the completion of house
construction, retrofitting and maintenance of damaged houses and inspection
process for the houses built before signing house reconstruction grant
agreement," said Thapaliya.
Meanwhile,
the Authority has authorised Rs. 3.57 billion budget to the Central Programme
Implementation Unit at the Ministry of Federal Affairs and Local Development
(MoFALD) to distribute the first installment of the reconstruction grant in
three districts of the Kathmandu Valley.
The
government has signed the agreement for the house reconstruction with 3,077
households in the Valley.
About
42,500 households in Kathmandu, 24,128 in Lalitpur and 24,900 in Bhaktapur have
been identified as eligible to receive the grant money and their details have
been sent to the MoFALD, said the NRA.

"All activities under the project were designed to promote the
participation of women in peace, security and governance processes. The project was implemented in three districts of
the far west region – Kailali, Doti and Bajhang from 2012 to 2016 to reach out
to conflict-affected women and girls, former women combatants, victims and
survivors of violence against women, local women political leaders, women’s
groups and women from vulnerable groups," read a statement issued by SFCG.
