Confederation
of Nepalese Industries (CNI) has suggested the National Planning Commission
(NPC) to formulate the 16th periodic plan by according priority to domestic
production, import substitution and employment creation.
It
submitted a concept paper with its suggestions to the NPC on the upcoming plan
on Sunday.
Submitting
the document to Vice-President of the NPC, Dr. Min Bahadur Shrestha, Rajesh
Kumar Agarwal, President of the CNI, emphasised that the 16th plan
should focus on industrial development.
He
said that an integrated industrial development strategy should be made to focus
on industrial development, and there should be no land ceiling for industries.
"Likewise, there should be policy stability and predictability, while 'Make
in Nepal-Swedeshi Campaign' should be promoted to give priority to domestic
production," said Agrawal.
Similarly,
the CNI suggested that projects should not be contracted out on the basis of
low-bidding to ensure high-quality infrastructure development, illegal
transactions in border areas should be controlled, double tax exemption
agreements should be made with various countries to promote Nepal's exports,
and employment-related skill development should be given high priority.
While
accepting the suggestion of the CNI, VC Dr. Shrestha, said that the 16th
plan is intended to focus on production, productivity and employment.
"The
future plan will be focused on these factors as it is possible to replace
imports and increase exports only by increasing production. Effective
participation of the private sector is also sought when making policies and
plans, so the suggestions given by the CNI will be important in formulating the
new plan," said Dr. Shrestha.
The
CNI has submitted a detailed proposal of 49 pages in 14 chapters to the NPC in
the format requested by the planning body.
