NRA should simplify grant process

While the National Reconstruction Authority (NRA) is entangled in self-created web of policies and procedures, quake-hit families in the hills are desperately waiting for the second installation of the house reconstruction grant. 
It’s pathetic that hundreds of families in Sindhupalchowk and elsewhere are unable to get the housing grant just because the government couldn’t send enough grant application forms. 
The reconstruction body was initially forced by the donor agencies to implement complex processes for the damage survey, grant agreement and disbursement of the money which delayed the entire reconstruction process. 
As a result, even after two years of the Gorkha Earthquake, the government is yet to finish the damage survey in moderately hit 17 districts. 
On the other hand, the quake-resilient house construction manual is difficult to comply as it encompasses building standards practices in and around Europe
Therefore, the NRA needs to simplify the process in order to facilitate the families to get the grant, concessional loan at the earliest and build their houses with earthquake resistant measures. (MD)
