Kathmandu, Mar. 31: The 31st
edition of the South Asia Teaching Session on International Humanitarian Law
(IHL) will begin in Kathmandu from Sunday.
The six-day course, which
will run from 2-7 April, will be attended by 40 participants form the South
Asian national Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal,
Pakistan and Sri Lanka and Iran.
“The participants from the
nine nations include government officials, military and police personnel,
academics, members of human rights and civil society organisations. The session
will discuss on the pertinent topics like protection of civilians, children and
cultural property during armed conflict,” said the International Committee of
the Red Cross (ICRC).
It will also cover means and
methods of warfare, IHL in relations with the human rights law, refugee law,
transitional justice, and IHL and peacekeeping.
"The teaching sessions enable public officials,
academics and members of the armed forces from the region and beyond who work
in IHL or a related field to enhance their knowledge and share
perspectives," said André Paquet, head of the ICRC Mission in Nepal.
"It is also a forum for discussion of contemporary challenges to IHL, and
for sharing State practice."
The Teaching Session is
being organised by the mission of the ICRC in partnership with the Kathmandu
School of Law.
ICRC said that the Attorney
General Agni Prasad Kharel will officially open the event.
