Exchange of ideas among local governments stressed


Kathmandu, June 11
The two-day regional conference on 'the role of local level in disaster management, reconstruction, energy and climate change' concluded here on Tuesday with the urge for the collaboration between the central governments and local bodies for the sustainability of the post-disaster reconstruction and habilitation.
The conference has passed a seven-point action plan which calls the central governments for involving the local governments in planning and actions in ensuring clean and renewable energy to the people and mitigating the impacts of climate change.
It also appeals the central governments to support the local government with institutional, organisational, financial and technical capacity enhancement which is required to implementing the global issues at the local level.
It has emphasised on the importance of the availability of resources for the all governments to make meaningful participation of women and vulnerable communities in policy making and decision making and to ensure gender equality and social inclusion.
The conference has also asked for enhancing the capacity of the local governments in order to make them able to achieve the Sustainable Development Goals (SDGs), understand and work for urban challenges and disaster risk reduction.
It has expressed commitment to increase cooperation and exchange ideas among the local governments in South Asia.
The conference also praised the progress Nepal made in the post-quake reconstruction.
Chief Executive Officer of the National Reconstruction Authority (NRA) Sushil Gyawali said that Nepal's experience in forging collaboration between the federal and local governments in the reconstruction could be a model for the international community.
The conference was attended by the representatives of local governments from Nepal, India, Pakistan, Bangladesh, Sri Lanka and China, and experts of the areas. It was inaugurated by Minister for Home Affairs Ram Bahadur Thapa 'Badal' on Monday.
It was organised by the NRA, National Association of Rural Municipalities in Nepal (NARMIN), Municipality Association of Nepal (MuAN), European Union and United Cities and Local Governments Asia-Pacific.
