Stress on local judicial reform

Kathmandu, Sept. 4
Finance Minister Dr. Yuba Raj Khatiwada has said that the implementation of federalism in the country was moving ahead smoothly in a fast and effective way.

In a meeting with Matthew John Rycroft, Permanent Secretary of the Department for International Development of the United Kingdom, on Wednesday at his office at Singha Durbar, Dr. Khatiwada said that the distribution of rights and duties was also happening satisfactorily.

"The government now has focused on developing the capacity of the judicial system in the local level. We want to reform this sector at the earliest," he said.

He maintained that as the local units are in the process of learning new context, structures and legal systems, capacity building in terms of governance and judicial system should be given priority.

According to him, with the implementation of new federal structure, the resource distribution to the provinces and local units was done in an equitable way which had inspired equal economic growth.

"We are successful in creating fiscal, legal and policy foundations for the implementation in just two years. But challenges may arise in implementing the new laws and policies due to the shortage of resources," said Dr. Khatiwada.

Rycroft said that Nepal had set a successful example of important political transition to unitary governance to federalism.

"The world should learn from Nepal's peaceful and undisputed practice of federalism," he said.
He assured the UK's support to Nepal to implement federal policies and laws in the future.
