House committee instructs govt to issue fresh map of Nepal

Kathmandu, Dec. 13

International Relations and Labour Committee of the Federal Parliament on Friday directed the government to immediately issue a map of the country including Limpiyadhura, Lipu Lek, Kalapani, Susta and other areas encroached by India.


A meeting of the committee held at Singhadurbar issued a 5-point directive after discussing the issue with Minister for Home Affairs Ram Bahadur Thapa Badal and Minister for Land Management, Cooperatives and Poverty Alleviation Padma Kumari Aryal.


It has also asked the government to hold dialogue with the southern neighbour to withdraw the Indian army from the Limpiyadhura and Kalapani areas.


"The government should hold dialogue with India to withdraw the latter's army from Kalapani region and save the national territorial integrity," said the committee.


The committee has directed the government to hold dialogues at political and diplomatic level. It also asked the Ministry of Home Affairs, Ministry of Land Management, Cooperatives and Poverty Alleviation, Ministry of Foreign Affairs and other concerned ministries and agencies to form a joint mechanism and work in an integrated way to resolve the issue.


Likewise, it expressed concerns over the movement of people and asked the concerned ministries to build a road in Kalapani area to facilitate safe and easy movement of people there and to protect Nepal's land.


Minister Badal said that the government was taking steps towards resolving the issue. "This is decades old problem which cannot be resolved overnight. The land belongs to Nepal and for the first time in history, the government had sent India a protocol note regarding the issue," he said.

He said that the government was serious about resolving the issue through appropriate channels and committed to protecting the territory of Nepal.


Minister Badal also said that the government had got information that India had expanded its defence forces, Border Security Force and Gorkha Rifles in Kalapani area of Nepal.

"Generally, the BSF is deployed at the border but this time India has mobilised its army to the area. They are in about 5,000 in numbers," he said.


 He also said that the government had planned to install outposts at the western border since India had already built outposts.


The government is planning to mobilise Armed Police Force at different seven locations and increase the border outposts and armed police post.


Although India had deployed its army since early 1960s and the issue had been emerging at times, it was resurfaced after India published a new map, last month, including the whole Kalapani region in its territory.
