Chinese Defense Minister Wei arriving today

Kathmandu, Nov. 28

State Councilor and Defense Minister of China Wei Fenghe is paying a one-day visit to Nepal on Sunday, November 29.

This is the highest level visit from the northern neighbour after President Xi Jinping’s two-day state visit in October last year.

Ministry of Foreign Affairs (MoFA) said in a statement on Saturday that Wei will pay courtesy calls on President Bidya Devi Bhandari and Prime Minister KP Sharma Oli who also holds the portfolio of Defense Minister.  

He is also scheduled to meet Chief of Army Staff General Purna Chandra Thapa.

Although the ministry had not informed about the agenda to be discussed during his visit, bilateral relations, economic cooperation and COVID-19 support are said to be the major issues while progress of the bilateral projects might also get an entry to the deliberations.

The visit of the Chinese Head of the State in 2019 had happened after a gap of 23 years.  

During the visit, both the neighbours had agreed to intensify cooperation under Belt and Road Initiative (BRI) to enhance connectivity by developing railways, roads, ports, aviation and communication. Nepal has been expressing strong support to the Chinese mega-project BRI since its announcement by President XI in 2013.

Nepal and China had also agreed to expedite the implementation of the Memorandum of Understanding (MoU) on cooperation to enhance connectivity under the framework of Trans-Himalayan Multi-Dimensional Connectivity Network, a project under the BRI.

Nepal wants development support and economic cooperation from the north as well as more tourists and investments. Trade cooperation is also a top agenda between them.

China has agreed to conduct feasibility study of the Keyrung-Kathmandu Railway Project and Kathmandu-Pokhara-Lumbini Railway Project, which are the results of the MoU signed in June 2018 on Cooperation in Railway Project.

Due to difficult mountain terrain in the north, the trade and movement of people have been difficult. The two border points – Rasuwagadhi and Tatopani – had been shut for many months after the advent of the COVID-19 which caused a lot of suffering in the part of Nepali traders and entrepreneurs.

China is supporting Nepal in infrastructure development at the border entry point. It is constructing a dry port in Timure at the Rasuwagadhi border while the dry port built at Larcha, Tatopani, has come into operation.

The northern neighbour has also agreed to upgrade the Syaphrubensi-Rasuwagadhi road, and Arniko Highway and pledged support in developing Koshi, Gandaki and Karnali road corridors. These road projects create connectivity between China and India.

However, Nepal’s trade with China has become mostly one dimensional as the latter has become the second larger exporter to Nepal and 12th largest importer. The trade deficit with China is ever increasing.

Wei’s visit happens in the immediate aftermath of the visit of Indian Foreign Secretary Harsh Vardhan Shringla who concluded his two day visit to Nepal on Friday evening. He was in Kathmandu for the foreign-secretary level meeting that discussed various bilateral agenda including boundary issues.

Speaking at a function in Gulmi, Minister for Foreign Affairs Pradeep Kumar Gyawali termed Shringla’s visit a successful one and said that soon there would be a visit of foreign affairs minister from India.

Wei will leave Kathmandu in the evening on Sunday.

FNCCI election witnesses 100 per cent vote cast

Kathmandu, Nov. 28

Voting for the election of Federation of Nepalese Chambers of Commerce and Industry (FNCCI)’s new working committee completed in Kathmandu on Saturday.

According to the Election Committee, for the first time in the business organisation’s history, the poll witnessed 100 per cent vote cast.

Voting for the district and municipal candidates was organised at Nepal Academy, Kamaladi and associate candidates at Karki Banquet, Thapathali while election for commodity candidates was held at FNCCI Secretariat.

There were 903 voters from associates segment, 105 from district and municipal CCIs and 101 from commodity segment. The district and municipal CCIs have 50 per cent weightage in the entire election, associates 30 per cent and commodity 20 per cent.

Vote counting process has started since Saturday evening.

As per the statute of the FNCCI, the highest post to be contested in the election is Senior Vice-president while the elected Senior VP automatically elevated to the post of the President after completing his three-year tenure.

After the election Senior VP Shekhar Golchha will replace the incumbent President Bhawani Rana. For the working committee, Chandra Prasad Dhakal and Kishore Kumar Pradhan, both the candidates of Senior VP, are in the election fray making their own panels.

Dhakal’s vice-presidential candidates are Ram Chandra Sanghai, Umesh Lal Shrestha and Guna Nidhi Tiwari and Pradhan’s is backed by Anjan Shrestha, Saurabh Jyoti and Dinesh Shrestha.

Nepal fundamental to India’s neighbourhood first approach: Shringla

Foreign Secretary of India Harsh Vardhan Shringla said on Friday that Nepal-India relations were intricate and existed in various paradigms.

The people-to-people linkages are so strong and so powerful that quite frankly we in government only complement these,” he said while addressing a lecture organised by Asian Institute of Diplomacy and International Affairs (AIDIA) in the capital today.

The top diplomat who was in Nepal on a two-day trip, quoted Indian Prime Minister Narendra Modi to say that the deep and mutual relations between the two countries were much above the two governments.

He stated that Nepal was fundamental to India’s ‘Neighbourhood first approach’ and said, “India’s development and modernisation are incomplete and intrinsically and symbiotically linked to the development and modernisation of the neighbouring countries such as Nepal.”

According to him, the relations between the two neighbours rest on four pillars - development cooperation, stronger connectivity, expanded infrastructure and economic projects, and easier and enhanced access to educational opportunities in India for the young people of Nepal.

Shringla said that India saw itself as Nepal’s foremost friend and a development partner.

“Developmental experiences that we share with you are developmental experiences that have proved successful and beneficial in our own country. Given our similarities in environmental conditions and socio-economic challenges, there is so much we can learn from each other,” he maintained.

Our countries are on the same page and share the same vision of prosperity and development, he said.

He emphasised on the importance of enhanced cross-border connectivity and infrastructure projects, saying that they unlock potential of millions and in millions.

The Indian Foreign Secretary also assured that once a vaccine is rolled out, meeting Nepal’s requirements would be a priority for India.

“Given our genetic profiles, what works for India is likely to work for Nepal as well. Together we will recover from the pandemic and together we will protect our people,” he said.

Later in the afternoon on Friday, Shringla inaugurated Tashop (Tare) Gompa Monastery in Manang district which was renovated with Indian assistance.

Likewise, he also inaugurated three school buildings in Gorkha district jointly with Secretary of the National Reconstruction Authority Ram Krishna Sapkota.

 The schools rebuilt with Indian support are Ratna Laxmi Secondary School, Mahalaxmi Secondary School and Tara Secondary School in Gorkha Municipality-8, 9 and 10.

“Nepal occupies a special place in our heart. A good education is the best investment for the future of our people,” Shringla said.

Shringla had arrived in Kathmandu on Thursday at the invitation of Foreign Secretary Bharat Raj Paudyal.

A Foreign Secretary level meeting on Thursday had discussed the boundary matters and exchanged views on completing the remaining boundary work.

The two secretaries had expressed satisfaction over the substantial progress made in different sectors of cooperation despite the constraints of the pandemic, said the Embassy of India in Kathmandu in a statement.

Shringla concluded his visit and returned to New Delhi Friday evening.

Mega Bank launches contactless payment via cards

Kathmandu, Nov. 27

Mega Bank Nepal Limited has launched Contactless (NFC – Near Field Communication) based payment through cards.

“Contactless is ‘Tap and Pay’ – convenient way of payment, as customer can use their card in contactless enabled POS terminal without inserting cards,” said the bank in a statement on Thursday.

When one NFC-enabled device is close enough to another NFC device, a connection can be established and data is shared between them.

For example, when a customer taps card on a contactless card reader or while using a transport card to catch a train or bus, the card communicates data to the reader to initiate and complete the transaction using NFC technology.

 Anupama Khunjeli, CEO of the bank said, “Since our 3D Secure Services for EMV Chip Cards already play a significant role as it enhances security which is a critical aspect of any online business transaction. This along with our impressive card features including dual interface capability with contactless system ensures that we always meet the evolving technological needs of our customers to give them a world class banking experience.”

As per Central Banks regulation, Payments of up to Rs 2,000 can be made without entering a PIN if the terminal is capable to accept contactless payment technology also depending upon the acquirer’s condition on the requirement of the PIN.

A secure certified Near-Field Communication (NFC) chip embedded POS enables all the functionalities of a standard Contactless Mega Bank Cards, as per the release.

The bank operates its services with 206 branches, 31 extension counters and 142 ATMs.

कोभिड–१९ मा आमसञ्चारलाई राहत

 सङ्कटका बेला आमसञ्चारको महŒव र उपयोग सामान्य अवस्थामा भन्दा कैयौँ गुणा बढ्छ किनकि स्वास्थ्य तथा सुरक्षाबारेको जनचेतना फैलाउन योजत्तिको प्रभावकारी माध्यम अर्को छैन । पछिल्ला केही वर्षमा सामाजिक सञ्जाललाई सूचना वा जानकारी फैलाउन प्रयोग गरिए पनि त्यसको विश्वासनीयतामा प्रश्न उठ्ने अवस्था रहेकाले पनि आमसञ्चारको महŒव कम भएको छैन । कोरोना भाइरस महामारीका बेलामा पनि सञ्चार क्षेत्रले आफ्नो जिम्मेवारी त्यसैगरी निर्वाह गरिरहेको छ ।

सेवा क्षेत्रमा सबैभन्दा बढी असर पारेको यो महामारीले आमसञ्चारको क्षेत्रमा पनि ठूलै सङ्कट सिर्जना ग¥यो । नेपालमा पनि अखबार तथा पत्रपत्रिका अस्थायी र स्थायी रूपले बन्द भए । सयौँ पत्रकारको रोजगारी गुम्यो । प्रजातान्त्रिक समाजका लागि स्वस्थ मिडिया र सञ्चार विविधताको ठूलो महŒव हुने भएकाले यस क्षेत्रका उद्योग जोगाउनु महŒवपूर्ण हुन्छ । तर, नेपालमा भने महामारीले श्रमजीवीलाई सडकमा पु¥याउने तर मिडियाका सञ्चालक तथा मालिकहरूलाई भने कुनै प्रभाव नपार्ने स्थिति देखियो । 

अर्कातर्फ, विद्युतीय मिडियाले पाउने विज्ञापनमा पछिल्ला केही महिनामा अभुतपूर्व वृद्धि देखिएको छ तर त्यसको प्रतिफल श्रमजीवीले पाउन सकेका छैनन् । सरकारले दिने सहुलियत, समानुपातिक विज्ञापनबापतको आर्थिक सहायतालगायतका सम्पूर्ण सुविधा मालिकहरूका पेवामात्र बनेका छन् । यही परिदृश्यमा यहाँ विश्वका केही मुलुकमा महामारीमा आमसञ्चार क्षेत्रले के–कस्ता राहत वा सुविधा पायो भन्ने चर्चा गरिएको छ ।

 अस्ट्रेलिया
अस्ट्रेलियाले सम्पूर्ण व्यावसायिक रेडियो तथा टेलिभिजन प्रसारकहरूलाई एक वर्षका लागि सम्पूर्ण कर मिनाहा गरेको छ । त्यस्तो कर छुट करिब चार करोड १० लाख अस्ट्रेलियन डलर (साढे तीन अर्ब रुपियाँ) बराबर रहेको छ । खासगरी महामारीको सुरुमा मिडियाले खेप्नुपरेको विज्ञापनको अभाव पूर्ति गर्न कर छुटले सहयोग गर्ने अपेक्षा गरिएको छ । अस्ट्रेलियाको पाँच करोड डलर (रु. चार अर्ब ३० करोड) बराबरको पब्लिक इन्ट्रेस्ट न्युज ग्यादरिङ फन्डले टेलिभिजन, रेडियो र पत्रपत्रिका उद्योगहरूलाई सहयोग गरिरहेको छ । 

सो कोषमा सरकारले थप एक करोड ३४ लाख डलर सहायता उपलब्ध गराएको छ र यसमार्फत क्षेत्रीय तथा साना सञ्चार गृहहरूलाई आर्थिक सहयोग गरिँदै छ । त्यस्ता साना मिडियाका लागि ५० लाख डलरको क्षेत्रीय र साना प्रकाशक नवप्रवर्तन कोष खडा गरिएको छ । टेलिभिजनका लागि अनिवार्य गरिएका कतिपय सार्वजनिक महŒवका कार्यक्रम प्रसारण गर्ने बाध्यता पनि सन् २०२० का लागि हटाइएको छ र आवश्यकताअनुसार यो नीतिलाई आगामी वर्ष पनि कायम राखिने बताइएको छ ।

 जापान
जापानलगायत युरोपका कतिपय मुलुुकमा सञ्चार उद्योग वा मिडियाकर्मीका लागि विशेषप्रकारको कार्यक्रम वा सहुलियत घोषणा गरिएको छैन, समग्र उद्योग व्यवसायका लागि नै प्याकेजको घोषणा गरिएको छ । कोरोना भाइरस महामारीसँगै जापानले सम्पूर्ण व्यवसायका लागि निब्र्याजी ऋण, घर भाडामा अनुदानलगायत सहुलियत घोषणा गरेको छ । 

जापानले गत मेमा करिब २२ खर्ब डलरबराबरको विश्वकै सबैभन्दा ठूलो स्टिमुलस प्याकेज घोषणा गरेको थियो । त्यसबाट त्यहाँको सञ्चार उद्योग पनि लाभान्वित भएको छ । यसका साथै सरकारले हरेक नागरिकलाई बन्दाबन्दीमा मासिक एक लाख जापानीयेन अनुदान दिएको थियो भने आवश्यकताअनुसार १० लाख येनसम्म निब्र्याजी ऋण पनि दिएको छ । यस्तो सुविधा जापानमा रहेका विदेशी कामदार, विद्यार्थीलगायत सबैले पाउँछन् । त्यसैले त्यहाँका मिडिया र सञ्चारकर्मीले निश्चिन्त रहेर काम गर्ने वातावरण पाए ।


 न्युजिल्यान्ड
कोरोनाभाइरस महामारीबाट सम्भवतः सबैभन्दा कम प्रभावित मुलुकमध्येको एक न्युजिल्यान्डले सञ्चार उद्योगका लागि गत चैतमै पाँच करोड डलरबराबरको प्याकेज घोषणा गरेको थियो । यसमा टेलिभिजन र रेडियोहरूको सम्पूर्ण प्रसारण शुल्क मिनाहा गर्ने र उद्योगहरूमा तरलता अभाव हुन नदिने कार्यक्रमहरू समावेश थिए । त्यहाँको सरकार आफैँले महामारीले सिर्जना गरेको सङ्कटका कारण मिडियाको बहुलता तथा विविधतामा असर पर्न सक्ने चिन्ता व्यक्त गरेको थियो, जुन दक्षिण एसियाका लागि आश्चर्यको विषय बन्न सक्छ ।

 संयुक्त राज्य अमेरिका
अमेरिकी सरकारले पनि अन्य उद्योगलाई जस्तै मिडियालाई पनि एउटै प्याकेज घोषणा गरेको थियो । गत जुलाईमा २० खर्ब डलरबराबरको आर्थिक स्टिमुलस प्याकेज ल्याएको अमेरिकाले करिब सोही आकारको अर्को प्याकेजको समेत तयारी गरिरहेको छ । यसले मिडिया उद्योगका लागि पनि राहतको व्यवस्था गर्नेछ । 

सञ्चार क्षेत्र विशेषका लागि भने अमेरिकाले स्टिमुलस घोषणा गर्नुअघि नै गत अप्रिलमा क्षेत्रीय मिडियाका लागि पाँच करोड डलरको सहायता घोषणा गरेको थियो, यद्यपि विज्ञहरूले त्यो सहयोग ज्यादै सानो भएको बताएका थिए । बेरोजगारी बीमा तथा सरकारी भत्ताका कारण अमेरिकामा पत्रकारहरूले भने कुनै सङ्कट बेहोर्नुपरेन । सबल अर्थतन्त्र भएको र मुलुकभर एकसाथ बन्दाबन्दी नलगाइएकाले पनि त्यहाँको मिडियाले अन्यत्रको जस्तो चुनौती कमै झेल्नुपरेको छ ।

 दक्षिण एसिया
दक्षिण एसियाली मुलुकमा सञ्चार क्षेत्रले चरम सङ्कट भोग्नुपरेको थियो । तर, आर्थिक रूपमा सबल नभएकाले कुनै पनि मुलुकले मिडियाका लागि विशेष राहतको व्यवस्था गर्न भने सकेनन् वा चाहेनन् । भारतमा मिडियाले करिब एक चौथाइ राजस्व अहिले पनि गुमाइरहेको आँकलन गरिएको छ । तर, त्यहाँको सरकार मिडियालाई सघाउने भन्दा महामारीको नाममा स्वतन्त्रता खुम्च्याउन उद्दत भएको पत्रकारहरूले बताउँदै आएका छन् । आर्थिक सङ्कटमा परेको मिडियालाई सघाउनका लागि सरकारी विज्ञापनबापतको मूल्य भुक्तान गर्न गरिएको आग्रहलाई समेत भारत सरकारले गम्भीर रूपमा लिएको थिएन ।


त्यसैगरी, बङ्गलादेशमा पत्रकारका संस्थाहरूले सरकारसँग मिडिया उद्योगका लागि तत्कालै राहत घोषणा गर्न आग्रह गर्दै आएका छन् । तर, कुनै नतिजा भने देखिएको छैन । बरु त्यहाँको सरकारले महामारीसम्बन्धी समाचार सङ्कलन र लेखनमा अवरोध गर्दै आएको छ ।

 नेपाल
महामारीबाट जोगिन बन्दाबन्दी गरिएसँगै मिडियाका समस्या सुरु भए धेरै पत्रपत्रिकाले छापा संस्करण बन्द गरेर विद्युतीय प्रकाशनमात्र चालु राखे । कतिपय मिडिया सधैँका लागि बन्द भए । पत्रकार महासङ्घ तथा अन्य संस्थाहरूको आँकलनअनुसार १५ देखि २५ प्रतिशत पत्रकारले महामारीकै कारण रोजगारी गुमाएका छन् । त्यसैगरी, बन्दाबन्दीको पहिलो दुई महिनामा नेपाली विज्ञापन बजार झन्डै ८० प्रतिशतले घटेको थियो । 

यसले आम्दानीको मुख्य स्रोत नै विज्ञापन भएकाले मिडियाको अवस्था बुझ्न त्यति गाह्रो छैन । सङ्कट व्यवस्थापनको कुनै योजना र पूर्वतयारी नभएका मिडियालाई महामारीले नराम्रोसँग प्रभावित ग¥यो । तर, व्यवसायहरू सञ्चालनमा आउन थालेसँगै चाडबाडको मौसम पनि सुरु भएकाले क्रमशः विज्ञापन बजार उकालो लाग्दै आएको छ । केही विद्युतीय माध्यमहरूमा त दसैँका बेला विज्ञापनका लागि समय नै थिएन ।


दक्षिण एसियाली अन्य देशको तुलनामा नेपाली मिडियाले पाउने सुविधा त्यति खराब भने छैन । समानुपातिक विज्ञापन नीतिअनुसार सरकारले सबै मिडियालाई विज्ञापनमार्फत आर्थिक सहयोग गर्दै आएको छ । मिडियाका सामग्री तथा सूचना प्रविधिका उपकरणहरूमा न्यून भन्सार दर लगाइएको छ । तर, यस्ता सुविधाबाट मिडियाका मालिकहरूमात्र लाभान्वित भएका छन् । 

पत्रकारको बीमा तथा सङ्कटका बेला परिचालन गर्ने अन्य कोषहरूको व्यवस्था कार्यान्वयन नभएकाले रोजगारी गुमाएका सञ्चारकर्मीहरू ज्यादै ठूलो सङ्कट भोग्न बाध्य भए । मिडियामा भएको लगानी र त्यहाँका गतिविधि पारदर्शी नहुँदा उनीहरूले सरकारसँग प्रस्टसँग आफ्ना माग राख्न नसकेको अवस्था छ भने श्रमजीवी पत्रकार ऐनमै व्यवस्था भएको पत्रकार कल्याण कोषको स्थापना र सञ्चालन नहुँदा मिडियाकर्मीहरू वर्णन गर्न नसकिने सास्तीसँग जुधिरहन अभिशप्त छन् ।

Nepal, India discuss completing remaining boundary work

 The Nepal-India foreign secretary level meeting on Thursday has discussed about completing the remaining boundary work.

Foreign Secretary Bharat Raj Paudyal held bilateral meeting with his Indian counterpart Harsh Vardhan Shringla on Thursday afternoon.

"They discussed the boundary matters and exchanged views on completing the boundary work in the remaining segments," said the Ministry of Foreign Affairs (MoFA) in a statement on Thursday.

The two neighbours have boundary disputes at multiple locations including Kalapani region where Indian army has been stationed for more than six decades.

The talks covered various aspects of Nepal-India bilateral relations in a cordial manner, the MoFA had tweeted in the afternoon.

"They reviewed various aspects of Nepal-India relations covering trade, transit, connectivity, infrastructure, energy, agriculture, investment, culture, people-to-people relations, among others," said the ministry.

The two foreign secretaries discussed the ways to strengthen the strong cultural and civilisational bonds that existed between the two countries and further build on the solid foundation of the multifaceted friendly relations for the benefit of the two countries and peoples, read the statement.

It is reported that they expressed satisfaction about the progress at the bilateral cooperation projects, including key connectivity projects and post-quake reconstruction and shared experiences on the efforts made to fight against COVID-19 pandemic.

Following the foreign secretary level bilateral talks, Shringla called on President Bidya Devi Bhandari at Shital Niwal and Prime Minister KP Sharma Oli at his residence in Baluwatar in the evening where matters of mutual interests were discussed. Earlier he had called on Minister for Foreign Affairs Pradeep Kumar Gyawali at his office at Singha Durbar.

 He also handed over 2,000 vials of remdesivir to FM Gyawali where the latter appreciated India for the continuation of generous support.

Shringla had landed in Kathmandu on Thursday morning and was welcomed by Paudyal at the Tribhuvan International Airport.

Speaking with the journalists upon his arrival at the TIA, he said that Nepal was a close friend and they would discuss way about strengthening the unique friendship.

Shringla’s meeting is expected to mend the ties between the two countries that hit the rock bottom following the border dispute at Kalapani, northwest Nepal.

A year ago, India unilaterally published its political map incorporating Nepal’s Kalapani, Lipulek and Limpiyadhura to its territory and ignored Nepal’s multiple protest notes and call for dialogue and instead developed and inaugurated a motorable road from Pithoragadh to Lipulek via Nepali land in May. Indian Minister for Defense Rajnath Singh had inaugurated the road.

Nepal updated its map including the Kalapani region in May this year. The two neighbours had been experiencing uneasiness in their relations for many months but PM Oli’s telephone call to Indian PM Narendra Modi on August 15 broke the ice and paved the way for further communication.

As per the communication with PM Oli, Modi sent RAW Chief Samant Goel as his envoy and what followed is the secretary level meeting between the two countries which was long been stalled and Nepal had been urging the southern neighbour to hold it.

Shringla will deliver a speech about Nepal-India relations at a programme in Kathmandu.

He is also scheduled to visit Gorkha to observe the post-quake housing reconstruction and Manang to inaugurate a monastery renovated with Indian support.

“India had announced support for 50,000 house reconstruction and 40,000 have been rebuilt. Education is also a primary area of our support. Three schools that we rebuilt will be inaugurated on Friday,” he said.

Govt will not discriminate on the basis of political belief: PM

Prime Minister KP Sharma Oli said on Thursday that the government wouldn't discriminate among the businesses on the basis of their political belief.

“All of them are contributing to the national development and prosperity through economic activities, employment, tax payment and social harmony. The government is ready to support and collaborate with the private sector,” he said while addressing the 54th General Assembly of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) organised at the PM’s Residence in Baluwatar. 

“However, we want a fair business from you in response,” he stated. “We promote national investment, business and industry as far as applicable.”

The Prime Minister expressed his desire to promote and enhance the capacity of national investors and enterprises to spur growth and employment.

“When we fail to lift the capacity of the national capitalists to make large investments, the country won’t benefit much. However, we want to invite foreign capital so have announced many facilities and discounts for the foreign investors,” he said in the message that was televised via various TV channels as well.

PM Oli urged the national entrepreneurs to make investment in the country since this is the land of opportunity and labour is available at a low cost.

According to him, maximum facilities, discounts and relief would be given to the investors even beyond the current legal provisions by amending them, if that is justifiable to save the enterprises from collapse due to the adverse impact of COVID-19 pandemic.

Stating that the government was ready to listen to the demands, suggestions and grievances of the private sector, PM Oli said that a joint effort from the public and private sector was needed to convert the country into the export-powerhouse from the consumer market.

Talking about the recent crisis and challenges created by the pandemic, he said  minimising and addressing the impacts of the pandemic on the economy and implementing recovery programmes was the priority of the government.

He sought support from the FNCCI to help the government take the right measures to assist the business community. “The government is ready to move ahead in collaboration with the business community. The crisis could be fought only with joint efforts from the public and private sector,” he said.

He also stated that the business community might have been wondering while other economies had announced large stimulus and relief package for the business, but Nepal announced a rather small one.

“Financial capacity of the government is limited and we are offering the relief and support as per the size of our purse. We would even offer help more than the actual capacity of the government, yet it would be less than required,” he maintained.

President of Federation of Nepalese Chambers of Commerce and Industry (FNCCI) Bhawani Rana requested for effective and prompt implementation of the relief and support programmes announced in budget and monetary policy for the current fiscal year.

She said that sick development projects should be completed in a fast-track method because it would help to announce new projects and attract investment from domestic and foreign investors.

“More investment should be attracted to hydroelectricity development, FNCCI is ready to cooperate with the government in this regard,” she said.

Senior Vice President of the FNCCI and President-elect Shekhar Golchha said that the economic outlook was not encouraging as income opportunities were shrunk, businesses and industries were running at minimum capacity and service sector's output was negative.

Running businesses and industries during these difficult times is a great feat, by doing so, they have contributed to the society and government equally, he said.

Stating that various programmes announced by the government were facing delayed implement and not much effective, Golchha said that the government should announce relief packages according to the impact of the pandemic on the business sectors.

“According to a study by the UNESCAP, Rs. 340 billion should be mobilised for the economic relief and rehabilitation.

“In such a situation, all the stakeholders should work efficiently and in an integrated manner. SMEs require special attention, they should be in priority of the government and its rescue and relief programmes,” he added.

“If we divide the risk and opportunity, it will benefit all,” said Golchha.

Indian Foreign Secretary Shringla arriving today

Indian Foreign Secretary Harsh Vardhan Shringla is arriving in Kathmandu on Thursday.

Shringla’s Nepal visit comes as yet another step towards improving the relations between Nepal and India, that went sour after the latter published a map incorporating Nepali territory in the Kalapani region of Darchula district in November last year and, in response, the former published a new map including Nepal's territory in May this year.

The two-day trip of the top diplomat is the third in a row from the southern neighbour after the year-long stalemate -- including the ritualistic visit of the Indian Army Chief Manoj Mukund Naravane earlier this month.

In October, Indian intelligence agency Research and Analysis Wing (RAW) Chief Samant Goel paid a visit to Nepal as a special envoy of Prime Minister Narendra Modi.

Goel's visit was the outcome of the telephone conversation between Prime Minister KP Sharma Oli and his Indian counterpart Modi on August 15, the Independency Day of the southern neighbour.

Although his visit drew a widespread criticism even from the leaders of the ruling Nepal Communist Party (NCP), the government said that it was an effort in mending the ties between the two countries.

The relations between the two neighbours hit the nadir after India, ignoring diplomatic notes from Nepal in protest to the map incorporating the Nepali territory and continuous calls for dialogue, developed and inaugurated a road link to Lipulek, border with Tibet, in May this year.

Against this backdrop, the visit of top diplomats like Shringla is expected to further ease the relations between the two countries.

Reports in the Indian media have also hinted that there would be informal discussions about the border issue during the bilateral meetings. However, Nepal will have to wait for yet another talk to formally discuss its grievances.

Although the trip is the continuation of the regular exchange of high-level visits between the two friendly neighbours, according to the Ministry of Foreign Affairs, it would be an important step in fixing the soured relations.

"This is an effort to resolve the bilateral issues between the two neighbours through dialogue. We firmly believe in bilateral conversations and this visit will further develop the environment of dialogue between Nepal and India," said Dr. Rajan Bhattarai, Foreign Affairs Advisor to Prime Minister Oli.

He stressed the continuation of such visits and dialogues between the two nations. "This is a very positive development as it has exhibited readiness of both the countries for dialogue," he said.

Former Ambassador Suresh Raj Chalise termed the development 'highly positive'. "It has shown that India is also equally interested in improving relations through dialogue," he said.

According to him, relations between the neighbours like Nepal and India should be dynamic and they cannot remain without dialogue for long. He said that given the recent regional and international developments, dialogue was Nepal's wish and India's need.

Shringla is paying the official visit to Nepal at the invitation of his Nepali counterpart Bharat Raj Paudyal.

On November 26, he will participate in the bilateral foreign-secretary level meeting which will discuss wide ranging areas of cooperation between the two countries, said the MoFA. He is scheduled to call on the high-level dignitaries in Nepal on the same day.

Shringla will also deliver a talk on India's neighbourhood policy and Nepal-India relations at Soaltee Hotel in Kathmandu on Friday morning. The programme is being organised by Asian Institute of Diplomacy and International Affairs. 

He will hand over COVID-19-related support to Nepal as well.

Security printers complain of discrimination

A security printer has accused that the Inland Revenue Department (IRD) had deliberated barred Nepali companies to participate in the tender to print the excise duty stickers.

“This tender is against the spirit of the Public Procurement Act, 2007 which has a provision to create positive discrimination to favour Nepali entrepreneurs to include them in the procurement process,” said Manohar Raj Ghimire, Director of Mirage Printing Solution, a security-printing company based in Kathmandu.

He complained that Nepali companies were not given an opportunity to prove their expertise or competence in printing excise duty stickers nor their incompetency was proved as such.

In a tender notice published on October 14 this year, the IRD had demanded 10 years’ experience – in security printing, supply and delivery of security paper based excise stamps or bank notes or machine readable passports or postal stamps or national identity card or smart driving license – from the interested companies to be eligible for the bidding.

Likewise, the applying companies should also have printed and supplied security paper based excise stamps for at least two countries and 5 billion excise stamps during the last 10 years. The IRD also asked to produce evidence that the bidder should have supplied the security printed items worth annual average of US$ 10 million (Rs. 1.18 billion) for the last three years.

These qualifications barred Nepali security printers as they neither have a decade long history nor the volume of business as mentioned. There are four security printing companies in Nepal – Mirage, Sama, Aroll and Sprint.

“We have suffered and there is no one to hear our grievances. My company has ISO 14298:2013 one of the documents the government asked while assessing the strength of Nepali companies following the direction from the parliamentary committee and court,” said Ghimire.

The ISO 14298:2013 specifies a minimum set of security printing management system requirements for security printers.

Ghimire said that Nepali printers can begin with small project or a few items and breaking the tender into multiple units such as cigarettes, liquor or the like. He has invested about Rs. 450 million in the printing plant has produced a high-quality recharge cards for the Nepal Telecom and Ncell. Nepali printers are also printing bank cheques as well.

The domestic companies say that they could print the items at lower cost, create a system to ensure the quality of the product. It would make the country self-reliant in certain areas of security printing.

Meanwhile, the tax authority has run short of the excise duty stickers as Perum Peruri, a Indonesian company that won the bid never showed up for the contact. As a crisis management method, the IRD has authorized the Janak Education Materials Centre Limited for the printing of about 100 million pieces of stickers.

Earlier, the Commission for Investigation of Abuse of Authority (CIAA) had requested the Ministry of Finance to create infrastructure and enhance the capacity of Nepali printers that have the ISO certification on International Standard for Managmetn of Security Printing Process in terms of competition, credibility, quality, transparency and cost effectiveness.

Likewise, the Public Accounts Committee of the Federal Parliament had asked the MoF to create the procedures to allow Nepali companies to participate in the security printing and maintain positive discrimination in this regard.

Similarly, the Supreme Court had also issued a verdict to create an environment where Nepali entrepreneurs could exhibit their qualification and capacity, and promote and protect domestic enterprise and investment.

However, the tax authority said that it did not deliberately barred Nepali companies from participating in the bidding.

“The IRD doesn’t want to take a risk since excise duty stickers are sensitive products. There were cases of fraud in the past as well. If the items were not supplied in time, the industries have to halt their production,” said Arjun Dhakal, Spokesperson of the IRD.

He also said that the IRD would move ahead with paying attention to the concerns of the court and house committee in the days to come.

Govt positive to address contractors’ demand

Minister for Physical Infrastructure and Transport Basanta Kumar Nembang said on Tuesday that the government was positive about addressing the demands and concerns of contractors.

He said that his ministry was discussing the issue of term extension for the contractors with the Ministry of Finance and soon it would be decided.

Regardig the issues of returning the deposit money and issuing protocols for the COVID-19 situation would also be decided after consultation with other stakeholers like the National Planning Commission and line ministries, he said in a meeting with a delegation of the Federation of Contractors Association of Nepal (FCAN) led by its President Rabi Singh.

The delegation had met the minister to urge him to create a favourable environment for the construction work with the beginning of the seasion of development work.

The FCAN updated Minister Nembang that the months-long lockdown had adversely impacted the development and construction work while there was uncertainty about resuming the work after the festival season.

The entrepreneurs are facing liquidity crisis since there was no work but they had to pay the house rent, bank loan and salary to the staff.

"In order to make the sector resume the regular construction activities and revitalise the economic activities, the government should return the retention money paid to the government as deposit," said Singh.

The construction companies deposit about 5 per cent of the project cost with the government. Saying that the money was remaining idle in state coffers, the contractors want it back on the basis of bank guarantee.

According to Singh, if the deposit is given back to the contractors, it would increase he liquidity situation in the industry and they can resume work at various projects where construction is halted as they face the shortage of about Rs. 65 billion.

In that case, construction would be expedited, projects would be completed in time, construction industry would be revitalized and country’s economy would see a growth, he said.

Similarly, the FCAN demanded to create an integrated health safety protocols against COVID-19 since multiple protocols by the public agencies had created confusion.

It demanded to create a uniform policy for the safety from the pandemic and suggested to include some overhead cost for the implementation of such guidelines.

Xiaomi reclaims its top position in Nepal

Kathmandu, Nov. 22

Xiaomi has again become the number one smartphone brand in Nepal, according to market research firm, IDC’s latest Worldwide Quarterly Mobile Phone Tracker, Q3 2020 Report.

This is the second time that the brand has climbed to the top position after becoming the market leader in smartphones for Nepal in first quarter this year.

Xiaomi currently holds a market share of 34.1 per cent based on unit shipment.

"The brand has bagged the top position in Nepal for the smartphone category riding on the successful launch of a series of smartphones across Mi and Redmi," said the company.

It said that the brand witnessed significant growth in the market with the launch of a series of great smartphones offering top of the line specifications at multiple price points starting from Redmi 9A, Redmi 9C, Redmi 9, Redmi Note 9, Redmi Note 9 Pro and Redmi Note 9 Pro Max.


Allegations against Prime Minister not political: Rimal

The government led by Nepal Communist Party (NCP) with a solid majority is in problem due to a prolonged intra-party feud. The unification of the largest two left parties CPN-UML and CPN-Maoist Centre and their subsequent victory in the elections of the federal parliament and provincial assemblies had created hope for political stability that would ultimately create a favourable environment for social and economic development. But the party integration couldn't work as expected since the top leadership did not live up to their promises and self-interest prevailed.

The recent tussle between the two chairmen of the party has thrown a blanket of despair and division among the party cadres. KP Gautam of the Gorkhapatra and Modnath Dhakal of The Rising Nepal talked to Chief Advisor of Prime Minister KP Sharma Oli and Standing Committee Member of the Party, Bishnu Rimal, about the latest crisis in the NCP. Excerpts:

 

Prime Minister KP Sharma Oli is not receiving cooperation in his own party. What led to this situation?

This has not happened all of a sudden. A section in the party has begun openly speaking against the Prime Minister. They started demanding that he leave either the post of prime minister or chairman. If you read the current blames to and comments on him, you see no reason for gherao or obstruct him in his works because these accusations are superficial and are not political. These comments are full of bias, frustration and impulse. It means their intensions are not good.

 

What agreement was made during party integration?

There are rules that run the party. It was created with the integration of two largest parties – the CPN-UML and Maoist Centre. They had a dream while uniting the two largest political forces. Entire party bases were ecstatic, and cadres were moving together in the villages even before the formal announcement of the party unity. Legally, they were two different political forces competing with each other but when there was an alliance for the election, favourable environment for party integration was immediately created. The chairmen of the two parties had taken the entire responsibility of the integration and it was achieved when they forged a kind of agreement and announced on May 17, 2018 at Baluwatar at a joint meeting of the central committees of the two parties. Then it was agreed that the basis of integration wouldn't be the popular votes garnered in the election, seats won in the local elections and size of the party at the parliament. The policies and methods of the party unification were created not on the basis of head count but mutual understanding. It was not a traditional unification that generally happens between a large and a small political party.

We said and believed that it was an equation of two different political ideologies not that of the power. If it was a unification of power, we would have counted every vote received. The committees would be formed on power sharing of 75 per cent and 25 per cent as the Maoist had received 1.1 million and UML 3.3 million votes. But we did not count it to unite the parties and did it differently and said then that the decisions would be made with mutual understanding until the party holds the general assembly. The formula for the mutual understanding was that a proposal would be made with the consent of both the chairmen, general secretary would present the agenda in the Secretariat meeting and the issues not agreed initially would be resolved thgough talks.


However, both the sides are exploiting the word 'consent' for their own interest?

The ups and downs that we see now are the result of the breaking of the methodologies that were created to run the party in consent. Some leaders are talking about creating a proposal against the prime minister, this is the recent development in that row. The Secretariat meeting was held for about 73 times in the past, and some members made their collective opinion on the agenda before the meeting and imposed it in the meeting. The PM multiple times requested not to do so and said that the party structure would be disturbed if we begin to count the number of people from each party. But comrades did not heed to that request. The recent strife happened as we forgot the path of consent. When we try to adjust the system made for the integration during the party unification, it certainly creates problems.

Approximately a year ago, the two presidents had agreed that the party would be run by Pushpa Kamal Dahal Prachanda as an Executive Chairman and KP Sharma Oli would run the government for full five-year term. It created good vibes in the Central Committee meeting in January and February this year and the Standing Committee meeting before it. The PM participated in the inauguration of both the meetings and let Prachanda run the meeting. Then there were media reports saying 'no confidence' motion could be presented after two years, which stirred the party line. Considering the very issue, the Standing Committee was held for about 82 days. While concluding the meeting in early September this year, the two chairmen discussed multiple issues. In an effort to further clarify the issues of consent, it was said that the general assembly would be organised in April 2022, Prachanda would run the party as the executive chairman and the PM would run the government. Most of the Standing Committee and Central Committee members say that the party should move ahead on the basis of the decision of September 11 and Inter-party Directives issued on September 14. We have used a phrase 'cut-off date' to mark September 11 as a day to forget the things of the past and hold the assessment of the weaknesses till the general convention. The PM is trying to begin the integration from a fresh point but leaders from the party secretariat are blaming him. It was like a rumour in the past but it’s come in a series of written documents, even in the media. Sometimes I feel whether some friends want to bypass the party's method, system and policies or sabotage the party unification process.

 

Weren't there any lapses on the part of the chairman and PM?

According to the media reports, there wasn't a consent in the appointment of ministers as per the compliant letter. However, they were only discussing the subjects before the 'cut-off date', it’s like somebody is whining continuously in memory of the past events. That document does not prove anything worthy beyond the agreement of September 11. If it was about appointment of three ministers and ambassadors, the PM, in response to the letter of the five leaders, had said that the Secretariat discussed the principles in terms of the ministerial appointments and let the two chairmen decide about it. There was a month-long discussion regarding the selection of leaders for the posts. Before a day of the cabinet reshuffle, the PM had obtained the consent about the leaders to be appointed from Prachanda and the latter had clearly agreed to move ahead with the names. But the very next morning, Prachanda asked the PM to appoint only the Finance Minister and let the remaining portfolios vacant. But the PM had already sent the names to the President and refused to backtrack from the decision.

However, it is not an event that caused the sky to fall. If you tag General Secretary Bishnu Paudel and other two leaders with any of the factions in the party, there would be further expansion of the cabinet after Tihar. Candidates of other factions can be adjusted then. Prachanda himself had proposed the ambassador to the USA while the two chairmen shared consent on Lok Darshan Regmi's name. Regarding the ambassador to South Africa, the PM asked to add another candidate as the Parliamentary Hearing Committee raised the issue of inclusiveness because the other two candidates were Brahmin. These are just the issues to debate, they do not affect the party unity. In addition to that, the PM had answered about it in response to the letter from the five leaders. If there were any different agreements after September 11, let’s discuss them openly and review them. If we bruise our heart with such issues, there are no reasons to be imbalanced.

 

In reference to the meeting with the RAW Chief, the compliant letter has questioned about the nationalism of the PM. What do you say about it?

PM Oli congratulated his Indian counterpart Narendra Modi on the occasion of its Independence Day. As PM Oli raised the issues of the border dispute and said the issue should be resolved at the earliest, PM Modi said that he would send an envoy to talk about the matter. Could you dictate a foreign PM to send a particular person as his envoy? No PM can choose a person as an envoy of his foreign counterpart. PM Oli agreed on Modi's proposal. Diplomatic notes were exchanged, Samanta Kumar Goyal came here, met the PM and the notes were recorded at the Ministry of Foreign Affairs. PM Modi’s envoy met his counterpart here in Neal. The visit has created a more favourable environment for talks between the two countries. Don't the leaders who are raising the questions regarding this know about the diplomatic etiquettes or track two diplomacy?

 

Do you think they raised the questions without any basis?

It’s about troubling yourself when you question the issue that is so clear. I request the leaders who are raising such issues just to look at their background. PM Oli is not someone who executes such activities in a hush-hush manner. Don't we know some of our leaders have reached Singapore pretending a sickness and met the people from foreign secret services? This is not the issue to be brought into discussion. We all know who meets the people of which level. There are no exposes. The accusations made on the PM are defamatory and character assassinating. They are refutable. This is not the ideological discussion about political course or line.

 

There are signs of homework for reconciliation as well. Would the PM answer the questions raised by the leaders?

The PM would give a written answer, he is not someone who remains silent. He has asked for a 10-day period for the same. However, Chairman Prachanda should clarify about the issues mentioned in the complaint letter which have already been raised by him as the proposal in the meeting. But I think PM is a political person and would answer politically, he always stands by the party unity.

 

Meanwhile, there were talks about Chinese ambassador's activism to resolve the intra-party crisis. Is this really happening?

People who do not believe in their power and strength talk about such things. What would the Chinese ambassador do? She is not someone who would make someone party chair or the PM. It's a decision to be taken by the party cadres and people. Didn't we for long tell India to refrain from micro-management in Nepal? Hadn't that issue contested in the Standing Committee meeting? We are firm in our stand that no country should try to micro-manage our politics and society. We won't tolerate the intervention from any country of people of other nation in our national issues. If there are foreign forces involved in disturbing the internal harmony in the party or country, we must break them. However, I don't think any of our leaders are weak enough to be manipulated by some external force.

 

Many people feel that the NCP has reached the brink of split. What would happen in the near future?

In my understanding, no chairman is allowed to introduce a proposal single-handedly, there should be proposal jointly by both of them. So the compliant letter distributed recently is not registered at the Secretariat. The recent Secretariat meeting made a mistake, it should have asked for a joint proposal. However, the PM has said that he would respond to the compliant and the Secretariat allowed him to do so. All the leaders must remember the provision in the party statute. Likewise, they must unconditionally take back their blames made to the PM. After that, if there are any weaknesses, they could be presented as the agenda in the Standing Committee meeting.

 

The proposal of Chairman Prachanda is informal because it was never registered. Is it possible that the Prime Minister's proposal will also remain undocumented?

It is up to the Secretariat to decide on this matter. Who gave consent to the Prime Minister to furnish his replies? The paper circulated by another Chair has not been registered and cannot be regarded as a proposal. There is a hullabaloo over this paper. The paper is objectionable, maybe for Chairman Prachanda himself. I don't know who is misleading him. I don't think he wants to bring conflict into the party. It is doubtful if he wrote it or somebody else did it for him.

Chairman Prachanda has said that he had made sacrifices time and again but had faced humiliation. He had demanded it is now the turn of the Prime Minister to make sacrifices?

Going back to insignificant details of the past is not suitable for communist leaders. If the leaders of such high stature such as ex-PM and ex-party chief resort to such nitpicking, how can they lead the communist movement? This is a childish attitude.

Real sacrifice lies in the agreement and unity between the two streams. A party that had secured 75 per cent popular votes has offered too much share to a party that had secured 25 per cent of popular votes. While one camp got President, the other got Vice President. Posts have been equally divided. The PM has entrusted him to run the party and conduct the general convention while taking full leadership of the government himself. He has even said that he would not become party chair after the general convention. He has pledged not to vie for premiership as well. Is he any inferior in terms of sacrifice?    

Is this problem the result of the failure to manage the demands of ex-prime minister leaders of NCP?

In many countries, executive chiefs of the government do not return to the post once they are out. Same is the case regarding the party leadership. But we have the tradition of making returns again and again. They compare things with their former role and make complaints. Of course, nobody should face the deficit of honour and recognition. Such dignitaries always deserve respect. There should be norms in this regard. A rule had been formulated by the former CPN-UML on his matter. Now the rules regarding the age bar of 70 year and the repetition in the post of PM and party chief have been forgotten. By respecting this rule, it is necessary to give the senior leaders the role of guardian and hand over the executive roles to the new generation. This matter must be discussed in the upcoming general convention.

Govt starts assessing impact of COVID-19 on employment

The government has started to collect data about unemployment in the local bodies across the country.

Issuing a notice to all rural municipalities and municipalities on Friday, the Ministry of Federal Affairs and General Administration (MoFAGA) has asked them to collect the data regarding the unemployment situation in their respective areas.

The local bodies are requested to collect the details of the returnee migrants who lost their jobs in foreign countries due to COVID-19 pandemic and the unemployed people aged between 18 to 59 years.

Each local government should collect the name, educational qualification, age, contact details acquired skills and training, and the country of employment of the returnee migrants. Reason of return – loss of job or completion of education - should also be recorded in detail, said the MoFAGA.

In terms of the unemployed people, details including their name, age, educational qualification, number of members in the family and acquired expertise, training and skill should be collected. The Ministry has also asked to record the information about the disability, if any.

According to the Federal Affairs Ministry, the local bodies should obtain information about the unemployed people from the Crisis Management Information System and Employment Management Information System as much as possible.

“In case of new or unrecorded data, the local governments should create a google sheet of the statistics and submit to the system through Provincial Programme Implementation Unit under the Provincial and Local Governance Support Programme (PLGSP),” said the ministry in the notice.

The government had decided to study the prospect of reemployment in the country on November 9, and the MoFAGA had already asked the local bodies to begin the work for information collection on November 13.

Local governments are requested to submit the details of unemployment in their territory within a week. The PLGSP is coordinating and facilitating the information collection activities.

According to an International Labour Organisation (ILO) estimate, about 2.5 million jobs are needed if the pandemic continues to affect jobs at home and abroad. Considering 3.4 million people were employed in about a million enterprises across the country, this would be a disastrous situation during the difficult times.

A study conducted by the Nepal Rastra Bank in August this year had found that about 22 per cent people employed in industry and service sector had lost their jobs due to COVID-19. Micro, small and medium enterprises are the most affected sectors.

Likewise, tens of thousands of Nepalis lost their jobs in foreign lands and more than 150,000 have returned home.

In response to address the situation, the government, in the budget of current fiscal year 2020/21, had announced to create about 700,000 new jobs through the Prime Minister’s Employment Programme, Youth and Small Entrepreneur Self-Employment Fund, technical, vocational and skill-development training, as well as agriculture and forest-based industries and MSMEs.
