The
Election Commission of Nepal (ECN) has approved the election programme for the
election system of the first past the post (FPTP) for the House of
Representatives (HoR) and State Assembly to be held on November 20 this year.
According
to the approved program, registration of candidates' nomination papers, and publication
of the list of candidates whose nomination papers have been registered is set on
October 9. Submission of complaints against candidates could be made on October
10, and deliberation on the complaints and decision on it would be made on October
11.
Likewise,
candidates' names will be published on October 11, while withdrawal of the name
of the candidate could be made on the same day. The final list of candidates
will be published and the election symbol will be given to the candidate on
October 11.
All
these election programs will be conducted in the office of the respective
election officer and detailed information about the program has been published
on the Commission's website.
According
to the existing election law, a person whose name is included in the closed
list for the proportional election system of the upcoming HoR and members of
the Provinciald Assembly cannot be a candidate for the FPTP system.
Section
14(2) of the House of Representatives Member Election Act, 2017, and Provincial
Assembly Member Election Act, 2017, maintain that a person whose name is
included in the closed list for the proportional election system cannot be a
candidate for the FPTP system and vice versa.
