Parliament's last meeting endorses bill on governors



Kathmandu, Oct. 13: The Legislature-Parliament’s last meeting on Friday endorsed the bills on the perks and benefits of the province governors, and formation of language commission.
With the endorsement of the bill on the perks and benefits of province governors, the government can now appoint the governors in the provinces.
This was the last meeting of the Parliament after its transformation from the erstwhile Constituent Assembly that promulgated the federal constitution on 20 September 2015.
As per the new laws, the provincial governors will be entitled to the salary of Rs. 104,000 including guest and casual expenditures. Their net salary will be Rs. 64,000 and guest and casual expenditure will be Rs. 40,000.
They will get residence with maintenance and furnishing, vehicle and fuel charges as well as communication and health facilities in home country and abroad.
Additional payment equal to the salary of a month will be made to them as festival expenditures. They can form a secretariat with maximum 12 staff – personal secretary, deputy personal secretary, photographer, computer operator, administrative and accounts assistant, driver and office assistant.
Governors will get Rs. 3000 travel allowance in the country and 250 USD abroad.
The law has exempted the governors of any legal trials in the court during his tenure and afterwards, for any act committed while in the office.
Although the Parliament will assemble on Saturday, it will not enter into any business so Friday marked the last day of the parliament.
Speaker Onsari Gharti has invited all the lawmakers at 3:00 PM on Saturday for the farewell programme. Senior leaders of major political parties will address the farewell programme.
The house is being dissolved on Saturday as per the new constitutional provision that automatically ends the life of the Parliament a day before the nomination of the candidates of the House of Representatives.
The Election Commission of Nepal has asked the political parties to submit the list of the candidates for the proportional representation.
This parliament has elected Bidya Devi Bhandari to the post of the President, and KP Sharma Oli, Pushpa Kamal Dahal and Sher Bahadur Deuba to the post of the Prime Minister.
Similarly, it elected Vice-President Nanda Bahadur Pun and Speaker Onsari Gharti to the posts.
It created dozens of laws required for the new political and federal system being implemented in the country.
