A college operator in the capital last year told to me that
he was asked about Rs. 5 million in bribe to obtain a licence to run the BBA
programme from a national university. I had turned my ears in disbelief then.
But, the recent deeds of Education Minister Gopal Man Shrestha have raised the
eyebrows of many. Education is the base of all other developments, be that
physical, spiritual or cognitive. And, our leaders are spearheaded to ruin the
very foundation of education. They have made it just a tool which can be used
in raising money. Earlier in 2001,
Shrestha was fired from his post of Minister for Forest and Soil Conservation
after he was found guilty of taking bribe from Khanal-Rojin and Turpentine
Limited. Such cases have become common in our country, therefore we need a
strong legal instrument that severely punishes the corrupt leaders and
restricts them from holding public post and contesting election throughout
their life. The anti-graft bodies also need a serious restructuring as they
have failed to keep track of the financial misappropriation and policy
corruption. Their poor investigation and negligence has failed to send the
culprit of the society behind the bars.
