The National Reconstruction Authority (NRA) has decided to
handover the responsibility of reconstruction to the local agencies of the
quake affected districts.
A meeting of the NRA Executive Committee on Wednesday
decided to sign Memorandum of Understandings (MoUs) with the local governments
and entrust them with the remaining reconstruction works in order to make it
fast and effective.
The reconstruction body will sign separate agreements with
each local body. It has already signed the MoUs with the local agencies in
Kavrepalanchowk district.
Post-quake reconstruction is going on in 272 local units of
the 32 affected districts.
The meeting has also decided to hold assessment programme
in the quake-affected areas and meetings of the District Reconstruction
Coordination Committee from Friday to review the rebuilding drive and forge
understanding with the local bodies.
As per the MoU document drafted recently, the
responsibility of mobilising engineers, sub-engineers and other technical
staffs sent by the NRA, and masons, maintaining their attendance and other
administrative works will be handed over to the municipalities and rural
municipalities.
The MoU letter has 11 points focused on coordination and
collaboration, and problem solving between the NRA and local bodies.
The local bodies should employ the human resources
mobilised by the NRA only in reconstruction works and the reconstruction body can
make budget arrangements for the construction of stupas, integrated settlement
and local infrastructure projects.
