DUDBC, NRCS agree to construct shelters for flood-victims

Kathmandu, Oct. 16

The Department of Urban Development and Building Construction (DUDBC) and the Nepal Red Cross Society (NRCS) signed an agreement to coordinate and cooperate effectively in the construction, operation and management of safe temporary shelters and accommodation for families affected by the Bhotekoshi flood.

The agreement was signed at a programme held at the Ministry of Infrastructure Development on Thursday by Director General of the DUDBC Dilip Bhandari, and General Secretary of the NRCS Rishi Ram Khanal.

The signing ceremony was attended by NRCS President Dr. Bishal Kumar Bhandari and Head of the International Federation of Red Cross and Red Crescent Societies (IFRC) in Nepal David Fisher.

Under the agreement, the NRCS will support the construction and, as required, management of temporary shelters for 1,000 beneficiary families displaced by the flood, in locations where safe land is available for such housing.

"The agreement stipulates that temporary shelters must be built in accordance with approved designs, cost-monitoring requirements and established standards. Housing assistance will be provided within the limits of the support criteria set by the Government of Nepal," the NRCS informed in a statement.

The NRCS will also help arrange collective temporary accommodation in safe locations for families for whom suitable rental housing or individual temporary shelters cannot be arranged immediately.

In coordination with local governments and in accordance with approved plans, the organisation will provide assistance as needed for housing units, drinking water, sanitation, drainage, electricity and improvements to construction sites.

Similarly, in line with the reconstruction and rehabilitation action plan approved by the government, the NRCS will support the construction and, where necessary, management of permanent homes for 1,000 beneficiary families.

The NRCS said that the agreement also provides for coordination with the relevant authorities, in accordance with decisions taken by the National Disaster Risk Reduction and Management Authority (NDRRMA) and the government on various dates, regarding a proposal to provide one year of rental assistance to 2,200 beneficiary families verified by local governments.
