NRA prepares training manual for reconstruction

Kathmandu, July 6: The National Reconstruction Authority (NRA) has formulated training procedure and management manual to develop required human resources for the post-quake reconstruction and rehabilitation.
 According the manual, the NRA, its Sub-Regional Offices or respective Programme Implementation Unit (PIU) can conduct short, medium and long term training on reconstruction and rehabilitation of the structure damaged by the devastating earthquake in April and May last year, informed the reconstruction body on Wednesday.
If any private institution or national/international non-government organization (NGO) wanted to execute reconstruction or rehabilitation works from its own resources, it must obtain permission from the respective PIU or Sub-Regional Offices to conduct necessary training.
Any I/NGO which had signed agreement with the NRA or respective PIU should not obtain permission for training. “However, all national or international NGOs should follow the provisions of curriculum, training materials mandatorily as mentioned in the manual.”
It also applies to those organizations which forged tripartite agreement before the implementation of the manual.
The NRA will develop curriculum and other required materials for the training as per the manual, and every private or non-government organizations working in reconstruction and rehabilitation in the quake-affected areas must adhere to it.
The reconstruction body informed in a press statement that it would form a committee led by one of its executive member to recommend the curriculum for the training.
“Training on reconstruction and rehabilitation should focus on skill and knowledge enhancement, information, study, observation and research. While selecting the participants for the training, priority should be given to quake-affected youth, female members, single women, marginalized and poor people,” read the statement.
Such training should be monitored and evaluated regularly by the NRA, PIU or Sub-Regional Offices.

These offices have the power to suspend the training provider license of any organizations if they failed to follow the standards of the training.
