“Such
committees will be mobilized to promote mutual assistance, cooperation in
reconstruction works and continue the work turn by turn in case of lack of
required manpower,” said the National Reconstruction Authority in a press
statement Sunday.
The
reconstruction body has finalized the directives for the same.
According
to the directives, a RCC will be 7-member body with one chairman elected by the
community, five members including at least 3 female and one member secretary.
Such
committees will coordinate in the reconstruction of damaged houses in the
respective communities, promote mutual cooperation in reconstruction works and
assist and facilitate agencies and organizations working to reconstruct
infrastructure in the community.
RCCs will provide necessary consultation and
suggestions to the Reconstruction Coordination Committee in addressing the
grievances registered by the quake-victims at the community of ward-level.
“RCCs
will identify, develop and implement livelihood programmes for the
quake-affected, poor and marginalized families, and also work to mobilize the
fund received from various government and non-government agencies in such
programmes,” read the NRA statement.
Their
role is also to establish cooperative and promote savings, lend loans, organize
training for skill enhancement, promote entrepreneurship and implement income
generating activities at the local level.
The
directives also said that there would be another committee, Reconstruction
Coordination Committee, at the municipality or VDC level which will be led by a
chairman elected by the meeting of RCC chairmen, and will have two to six members
from the RCC chairmen, while two members will be selected by the Coordination
Committee from Ward Citizen Forum.
The
Coordination Committee will include two members from Citizen Awareness Centre
and a secretary assigned by the respective local body.
Such
committees will coordinate with the political parties active at the local level
and create environment of consensus for reconstruction process.
